The Heilongjiang Pilot Free Trade Zone recorded RMB 69.978 billion in imports and exports during January–August 2026, up 36.8% year on year. A three-year development action plan has been issued.
The China (Heilongjiang) Pilot Free Trade Zone reported total imports and exports of RMB 69.978 billion for the first eight months of 2026, representing year-on-year growth of 36.8%. Provincial officials released the figures at a 19 October press briefing on opening-up and trade development.
Heilongjiang has issued a 2026–2028 action plan to improve the quality of the zone's development. Priorities include trade facilitation, investment-related reforms, cross-border e-commerce and improvements to China's international trade Single Window.
The three subzones will pursue differentiated industrial strategies. Harbin will emphasize green food products, advanced equipment and biomedicine. Heihe will focus on smart manufacturing, new materials and processing of imported food products. Suifenhe will develop wood and grain processing, logistics and e-commerce services.
Authorities also plan to advance a pilot project for parallel vehicle imports through the Suifenhe vehicle import port. This remains a development objective; the announcement does not establish that a new customs arrangement is already operational.
