The Eurasian Economic Commission reported progress on electronic customs data exchange with China on 26 October 2026. The draft protocol remains under negotiation.

A second negotiating round between the Eurasian Economic Union (EAEU) and China took place in Shanghai. Suren Melik-Israelyan, Deputy Director of the Customs Infrastructure Department, led the Eurasian Economic Commission delegation.

Experts narrowed differences on a protocol between EAEU members’ central customs authorities and China’s General Administration of Customs (GACC), agreeing the information scope and conceptual technical provisions.

The protocol implements the 6 June 2019 agreement on information concerning goods and international transport vehicles crossing the parties’ customs borders. Its aims include faster operations, stronger risk management and reducing control evasion involving dangerous, prohibited or restricted goods.

Participants agreed to continue coordinating the draft and preparing for signature. The announcement records negotiating progress, rather than operational exchange or new requirements for declarants.
